In his speech, PM Phuc, on behalf of the Party, State and people of Viet Nam, warmly welcomed distinguished guests and friends to the anniversary.
On August 2, 1945, President Ho Chi Minh, the beloved and great leader of the Vietnamese nation, read the Declaration of Independence, giving birth to the Democratic Republic of Viet Nam, now the Socialist Republic of Viet Nam, PM Phuc recalled.

He stressed that Viet Nam is proud to have gained great and historic achievements and become a reliable friend and partner of the international community.
Over the past two years, Viet Nam has continued building a Government of integrity and action in service of people and thanks to support of many countries, organizations and friends, Viet Nam has made noteworthy achievements.
The country is now focusing on implementing drastic measures to improve the competitiveness of the economy, accelerate reform of administrative procedures in favor of people and businesses, strive for sustainable and inclusive development, promote democracy, tighten disciple and prevent corruption and waste.
In pursue of the foreign policy of independence, self-reliance, and peace, Viet Nam is actively promoting cooperation with and integration into the international community, striving to build a united ASEAN Community and enhance its central role.
Viet Nam is also striving to successfully host the APEC Year 2017 with an aim of fostering regional integration and connectivity.
PM Phuc expressed his hope that the Governments and people of other countries, international and regional organizations, partners and friends would continue good sentiments, valuable support and effective cooperation for Viet Nam.
He also reiterated that Viet Nam will always be a sincere friend and an active-trusted-responsible partner of the international community.
In his remarks, Venezuelan Ambassador to Viet Nam Jorge Rondon Uzcategui said Viet Nam has accomplished to establish itself as a responsible state in its external activity.
Jorge Rondon Uzcategui, who is head of the diplomatic corps in Ha Noi, said all states represented here and international organizations recognize Viet Nam’s constructive foreign policy./.
