They are:
1- The value added growth of the agro-fisheries sector (3% or higher per year);
2- The income growth per hectare of farmland (3% or higher per year);
3- The income growth from livestock activities (5% or higher per year);
4- The income growth from seafood production (5% or higher per year);
5- The income growth per hectare of forest land (5% or higher per year);
6- The income growth per hectare of salt production land (3.5% or higher per year);
7- The income growth from agro-forestry and fisheries processing (5% or higher per year);
8- The productivity growth of agro-forestry and fisheries industries (3.5% or higher per year);
9- The value ratio of products manufactured in the forms of cooperation and connection (15% or higher);
10- The value ratio of products manufactured following the Good Agricultural Practices (GAP) procedures or equal (10% or higher);
11- The proportion of farming production land area using water-saving irrigation methods (20% or higher);
12- The proportion of production forest area certified with sustainable management (25% or higher);
13- The proportion of farmers receiving agricultural vocational training (35% or higher);
14- The ratio of females among farmers with agricultural vocational training (40% or higher);
15- The ratio of local livestock production institutions disposing waste into biogas or using effective and clean disposal technologies (60% or higher);
The PM has asked the Ministry of Agriculture and Rural Development (MARD) to work with relevant agencies and sectors to organize the implementation or provide implementation guidance for the provincial-level People’s Committees.
The MARD is also responsible for monitoring, evaluating, summarizing and reporting to the PM on the outcomes of the implementation of agricultural restructuring from the central to local level in line with the set of criteria, and reporting to the government leader on the contents that need to be revised or supplemented during the implementation process.
