Members of the Council are representatives from ministries: Transport, Planning and Investment, Finance, Construction, Home Affairs, Justice, Foreign Affairs, Natural Resources and Environment, Public Security, National Defense, Culture-Sports-Tourism, Science and Technology, Industry and Trade, Education and Training, Information and Communications, Government Office, several localities and associations, and experts.

The Ministry of Transport shall function as the permanent body of the Council.

The Council is responsible for organizing appraisal of road network planning scheme in 2021-2030, vision to 2050.
