The submarines, named HQ-186 Da Nang and HQ-187 Ba Ria-Vung Tau, were the last ones delivered by Russia as part of the US$2 billion contract signed by the two countries in 2009.
Speaking at the event, PM Phuc affirmed the special care and strategic vision of the Party and State of Viet Nam to modernize the People’s Navy.
With goodwill and efforts, Viet Nam consistently and resolutely settles disputes through peaceful measures on the basis of international law, including the 1982 UN Convention on the Law of the Sea, the Declaration on the Conduct of Parties in the East Sea and Viet Nam’s Law of the Sea while working towards a Code of Conduct in the East Sea so that the East Sea is really an area of peace, stability, friendship and development, for the interests and security of all countries in the region and the world.
The Government chief also reiterated Viet Nam’s consistent policy of peace and self-defense and the modernization of the navy, including the development of a modern submarine fleet, is normal for a coastal country.
It is not an arms race and does not aim at any countries, but to firmly protect the national sovereignty over seas, islands and continental shelf in any circumstances, PM Phuc stressed.
With a displacement of 3,000-3,950 tons, the nearly 74m-long submarine can operate at a maximum depth of 300 meters and a range of 6,000-7,500 nautical miles for 45 days with 52 crew members./.
